Did you know Thornton, Colorado was the first city in Adams County which supplied all municipal services with funding from a single tax. Thornton, which was planned and developed by a man named Sam Hoffman in the 1950s, bears many of the beneficial characteristics (most notably, efficiency) of a fully planned community. Hoffman developed the area from the ground up, ensuring public access to amenities and strategic locations of community facilities.
